Property Maintenance
As part of its ongoing mission to foster an environment of respect for the rights of all people, the City of Denham Springs sets a deliberate course to keep City areas an exceptional place to live and raise a family. In responding to this quest, the City has enacted ordinances that encourage considerate behaviour between neighbors.
Responsibilities of owners and occupants are as follows:
(a) Every owner of a dwelling containing two or more dwelling units shall be responsible for maintaining in a clean and sanitary condition the shared areas of the dwelling and premises thereof.
(b) Every occupant of a dwelling or dwelling unit shall keep in a clean and sanitary condition that part of the dwelling, dwelling unit and premises thereof which he occupies and controls.
(c) Every occupant of a dwelling or dwelling unit shall dispose of all rubbish, ashes, garbage and other organic waste in a clean and sanitary manner by placing it in approved storage or disposal facilities which are safe and sanitary. Every occupant shall provide such facilities for his dwelling unit and shall maintain them in a clean and sanitary manner. The owner or operator of a multiple dwelling shall be responsible for the clean and sanitary maintenance of common storage or disposal facilities. He shall be responsible further for placing out for collection all common garbage and rubbish containers, except where such facilities are for the sole use of an occupant, under which circumstances it shall be the responsibility of the occupant to place their container out for collection.
(d) Every occupant of a dwelling containing a single dwelling unit shall be responsible for the extermination of any insects, rodents or other pests therein or on the premises, and every occupant of a dwelling unit in a dwelling containing more than one dwelling unit shall be responsible for such extermination whenever his dwelling is the only one infested. Notwithstanding the foregoing provisions of this section, whenever infestation is caused by failure of the owner to maintain a dwelling in a ratproof or reasonably insectproof condition, extermination shall be the responsibility of the owner. Whenever infestation exists in two or more of the dwelling units in any dwelling or in the shared part of any dwelling containing two or more dwelling units, extermination shall be the responsibility of the owner. Notices of violations shall be sent to both owners and occupants by the building official.
(e) Every occupant of a dwelling unit shall keep all plumbing fixtures therein in a clean and sanitary condition and shall be responsible for the exercise of reasonable care in the proper use and operation thereof.
(f) Notices of violations shall be sent to either owners, agents, tenants or occupants, whichever is responsible in accordance with subsections (a) through (f) of this section.
